| The research gave rise to three main outputs: - Review of OECD Experience in the implementation of a Results Oriented Approach to Public Sector Management and their relevance to LDCs
- Selected Case Studies of developing countries where there has been successful implementation of the results-oriented approaches which could usefully demonstrate good practice and identify issues that may be addressed in other countries
- Synthesis of theory, practices and implications for the PRS process.

The second (Chapter 3) makes a detailed presentation of the way in which budget performance indicators are defined, used and monitored. The third part (Chapter 4) analyses the factors explaining the current limits and constraints of the Results-oriented Public Expenditure Management reform. The fourth and final part (Chapter 5) sets out recommendations.

The purpose of the study was to assess the extent to which Cambodia has defined the results anticipated from government”s broad development policies and programmes; identify at which “level” these are identified (outputs, intermediate/ final outcomes, impact), and with what consistency; and to analyse whether the information on results is used for public expenditure management. We define results as being producing certain outputs as well as achieving certain outcomes and reaching certain policy objectives. Our analysis covers public expenditure management “core activities” (budget system) as well as more “upstream” steps” (including government processes for the identification of broad development goals, policy-making and definition of national and sectoral strategies).

This report on Results-based Public Management in Bolivia is one of seven country studies commissioned by the Centre for Aid and Public Expenditure of the Overseas Development Institute for a research project on the practice of results-oriented budgeting in poor countries. The purpose of this research project is to establish how far performance budgeting and performance management are practised in public expenditure programmes in countries which have prepared Poverty Reduction Strategy papers, what modalities have been used, what circumstances have favoured its adoption, what its achievements have been in making public programmes more efficient and effective, and what obstacles and limitations have been encountered. Bolivia was selected as a case study country because it has a PRSP, and in recognition of the fact that it has for a number of years practised results-oriented approaches to public expenditure and public administration management.
