Following the initial consultation, we held an interactive and participatory
debate on the real substance of the issues. A moderated interactive e-discussion

What was the e-discussion for?
ODI was commissioned by the Africa Commission to undertake a dialogue
with African think tanks and policy research institutes to seek their
guidance on the Commission's work. This e-discussion was the second phase
of the consultation, enabling an interactive and participatory debate
on the substantive issues. It was a chance for African research and non-state
organisations to share views and practical experience of what can make
a real difference to African development. Conclusions drawn from the e-discussion
have been reported direct to the Commission for Africa, in time for the
second meeting of Commissioners, and publicised on this website (Click
here for the report).
What issues were discussed?
The discussion debated in turn the five elements of the programme for
action proposed by the Commission for Africa, closing with a sixth but
very important debate about effective implementation:

The discussion focused on two questions of central concern to the Commission
for Africa:
- Is the focus right in the proposed programme for action? Does it reflect
the key priorities for Africa? Are there important elements missing?
- What practical actions could make the biggest difference in the different
programme areas, both immediately and over the longer term?
Participants were welcome to contribute to all discussion themes, or
a selection.
Process and timing
The e-discussion took place between 16th August and 10th September, 2004,
and considered the six elements below. The discussion broadly followed
the dates indicated below, but contributions outside these dates were
accepted and circulated. Click on the theme to view messages posted.
We regret that for technical reasons the consultation was principally
held in English, although inputs in French and Portuguese inputs were
welcomed. French and Portuguese translations of the final conclusions
are also be available.
