  • Resource allocation decisions for social protection are as much about power and ideology as cost and affordability.  Our research shows that across and within countries a wide range of ideological positions can drive the social protection agenda (from rights-based approaches to concerns about dependency and growth), and that assessments of affordability should think more broadly about the political determinants of fiscal space.
