Whether climate finance will be additional to official development assistance (ODA, or ‘aid') is hotly debated. Some climate finance can be classified as aid (within the OECD-DAC creditor reporting system) so the question remains: is newly announced climate finance really additional, or is it just recycled aid?

    There are several initiatives and ideas on the road to Copenhagen. There are three key issues which emerged from the Conservative Plan on Climate Change and Development launched at ODI on Monday. Each of these requires some reflection forcing us to think about the complex world of climate negotiations and development in more detail.

    First, according to the plan, a Copenhagen deal must prioritise global fossil fuel subsidy reform.

    Commissioned by UNICEF, this paper outlines the impact of the ‘Triple F crisis’ (food, fuel, financial) on children and women in the Middle East and North Africa. It finds that the crisis is already undermining children’s rights to nutrition, education and protection from child labour. It calls on governments in the region to strengthen social sector spending and social protection systems.

    Elections are often a barometer for the state of democracy in a country, and are part of the political process. As such, donors need to be aware that their role is limited, as is their influence on the process or results. Too often, donor support for elections is focused on the months or weeks in the run-up to polling day, and is based on the provision of observers and technical assistance. Donors are, increasingly, recognising the limitations of their current approach, and the Opinion encourages them to shift to longer-term and consistent support to the electoral process.
