    This ODI Opinion reflects on the impact of 9/11 on the aid, development and security landscape and explores how development and security concerns merged in a new lexicon (‘fragility’, ‘radicalisation’, ‘stabilisation’). This raised hopes for development approaches that might better combine action to assure the human security of poor people with orthodox social and economic development. It also, however, raised fears that the ‘securitisation’ of aid would undermine both development and humanitarian action.

    The UN has designated the situation in Somalia the most severe humanitarian crisis in the world.  An estimated 12.4 million people across the Horn of Africa are in need of urgent humanitarian assistance. 

    ODI's work responding to the famine has been led by the Humanitarian Policy Group and has investigated:

    • why early warning didn’t translate into early action;
    • the effectiveness of the humanitarian response;
    • issues around access to water and food aid;
    • what can be learnt from previous famines in the Horn of Africa and elsewhere to inform the current response.

    Now that the battle for Tripoli is seemingly over, so begins an infinitely more complex challenge of constructing a stable, prosperous and democratic country in Libya.

    A great many obstacles and challenges lie ahead for those engaged in this. However, what is clear is that the endeavour will be very much harder without the active involvement of the international corporate sector. This is not to advocate simply that foreign investment be sought and encouraged (which is necessary but insufficient).
