    This study, for the Ministry of Commerce, Trade and Industry in Zambia, aims to assist Zambia in coming up with a strategy on mode 4 negotiations on trade in services. It will collect information on current labour mobility and examine the costs and benefits of offering and requesting mode 4 access.

  2. Political conditionality in Africa: An Empirical Study into its Design, Use and Impact: DFID 1999 - 2004

    A study commissioned by DFID's Africa Policy Department to generate empirical evidence on the design, application and impact of political governance conditionalities in Africa during the period 1999-2004. Political conditionality has been defined to include conditions attached to aid related to democracy, civil liberties, corruption and security/conflict. The focus of this study is on the ten countries that have benefited from DFID Poverty Reduction Budget Support programmes during the period (or part of it): Ethiopia, Ghana, Kenya, Malawi, Mozambique, Sierra Leone, Rwanda, Tanzania, Uganda and Zambia.

    This paper provides a brief synthesis of earlier literature on the fiscal effects of aid, which is related to the wider literature on the development impact of aid and on budget choice. The paper presents the econometric methodology used in the country studies of Malawi, Uganda and Zambia (vector autoregression) and its application, and discusses the problem of reconciling data on aid from donor and recipient sources.

    This paper asks what the impact has been on Zambia's fiscal aggregates of the large volumes of external assistance provided to the country, in particular since the mid-1980s, and whether these have prima facie been growth-inducing. It considers the course of fiscal performance, and of its wider economic context, from independence in 1964 to the start of the 21st Century. It applies vector autoregression econometric analysis to data on the main fiscal aggregates.
