Last week the European Commission (EC) set out its ‘future approach to EU budget support to third countries’. This was the product of a year-long consultation process and will eventually shape policy with Council Conclusions.

At this event, Tony Blair - patron of the Africa Governance Initiative (AGI) - delivered a speech on leadership and international development. Drawing on his time as Prime Minister and more recently, the work of the Africa Governance Initiative, Tony Blair gave his reflections on the visionary African leaders who are tackling poverty by transforming government, and what the international community needs to do differently to support them.
ODI Director Alison Evans led a discussion with Tony Blair and a high level audience from the development community on the best way to support country ownership, effective leadership and ensure aid effectiveness. This event provided an important contribution to the forthcoming High Level Forum on Aid Effectiveness in Busan, Korea.

This event will consider whether a new aid deal is needed for fragile states and what this deal might look like, bringing together a range of views from civil society, the research community and fragile states themselves.
Since the Third High Level Forum on Aid Effectiveness in Accra in 2008, there has been a growing awareness amongst the international community that low-income countries with fragile institutions are not simply more difficult cases of development, but require a fundamentally different approach to delivering development assistance.
Ahead of Busan, this session examined some of the more recent innovations in policy design and implementation of budget support style operations. Specifically, the European Commission’s variable tranches and MDG-contracts, the World Bank’s proposed Program for Results (P4R), and the Center for Global Development’s Cash on Delivery proposal.
This ODI and Oxfam International event saw presentations by the Overseas Development Institute (ODI) and the World Bank on their latest research and evidence on budget support, followed by a high-level debate, chaired by Simon Maxwell, ODI Senior Research Associate.
