    Humanitarian response in pastoral areas in the Horn of Africa has consistently been late. An enormous investment in early warning over a number of years has brought great improvements: mass human fatalities have become rarer in the past 25 years. Our response has not kept up with this ambition. This Network Paper examines how one project tried to ask the same questions again, its successes and failures and its attempt at a fresh explanation of the fact that so many apparently simple problems have proved so intractable.

    The current crisis in the Horn of Africa is exposing the need to better support the resilience of pastoralist livelihoods in the region. This event launches Rules of the range: Natural resources management in Kenya – Ethiopia border areas, a study which explores institutional issues around rangeland management and mobility in these areas, and the links between institutions and livelihoods resilience.

  4. From local to national: supporting local government action in climate change adaptation, disaster risk reduction and development planning

    This ACCRA brief summarises learning from the research and capacity-building activities conducted by the Africa Climate Change Resilience Alliance (ACCRA) in three sites in Ethiopia in 2010-11. The brief provides some recommendations for local government and explains why adaptation planning matters, why community participation is vital and examines key areas where planning and decision-making could be improved.

Based on these research findings, the brief highlights priority recommendations for action.

    The livelihoods of an estimated 12 million people are currently under threat in the Horn of Africa and nearly 4 million people in Somalia alone are in need of life-saving assistance. Although the world produces more than enough food to feed everyone, in 2011 almost 1 billion people will go hungry. This event is the UK launch of the International Federation of Red Cross and Red Crescent Societies' (IFRC) annual World Disasters Report (WDR). This year the report focuses on global issues of hunger and malnutrition.
