    Fourth High Level Forum on Aid Effectiveness in Busan

    Event - Conference - 29 November - 1 December 2011

    Ministers from across the globe, from both developing and donor countries, government representatives, parliamentarians, civil society organisations and private sector representatives have come together for the Fourth High-Level Forum on Aid Effectiveness in Busan, Korea, from 29 November to 1 December 2011.

    ODI has produced a range of inputs of relevance to HLF-4, to inform debates and reflect on the challenges and opportunities for policy-makers and the development community. The Busan meeting follows previous conferences in Accra and Paris. These meetings delivered the Accra Agenda for Action and the Paris Declaration on Aid Effectiveness. 

    We are also producing short audio commentaries throughout the conference.

    This article reviews different types of Aid for Trade (AfT) and argues that some types of trade support are still under-provided and that there are serious risks of conflict of interest in some types of trade support.
  4. The role of services in trade diagnostics

    Projects - September 2011 to November 2011
    This study aims to provide preliminary insights on methodologies that could improve the capturing of services-specific issues in trade diagnostic work and help to frame additional research to refine and test the approach. This work intends to contribute to a strengthened ability to identify constrains to services trade and also assist in the development of better-targeted aid-for-trade interventions and reforms in the services realm.
  5. Achieving pro-poor growth through investment in rural feeder roads: the role of impact evaluation

    It has been argued that investment in rural transport infrastructure could be considered pre-requisites for growth and the achievement of the Millennium Development Goals (MDGs). However there is little formal evidence on their benefits to households or to enterprises. This Background Note provides suggestions on what state-of-the-art aid-for-trade (AfT) impact evaluations could look like.

    This note is intended to cover a sequence of trade needs and the role (if any) of aid for trade for conforming to legal (and customary) standards and rules in trade; establishing the institutions to enforce and set the rules; improving the application of rules; negotiating changes in rules affecting trade; and identifying and prioritising the changes in rules likely to help each developing country's trade.

    Economic performance is on many people’s minds at the moment as we hear that the global financial crisis has led to the worst economic performance in Britain (in Quarter 1, 2009) than at any point in the last 30 years. Weakly regulated globalised financial markets have been shown to be risky and to increase the chance of ‘contagion’ spreading across countries. We hear of tensions about labour migration – another sort of market openness, and fears that cheap imports are going to undermine British jobs.
