This event launches Issue 54 of the Humanitarian Exchange magazine from the Humanitarian Practice Network (HPN), on the theme New Learning in Cash Transfer Programming. Speakers in London and Nairobi, drawing on their own experience and analysis, will discuss a wide range of new learning and issues associated with cash transfer programming highlighted in Issue 54 including scaling up, improving response analysis,and overcoming internal barriers to institutionalizing cash programming.

The US offer to North Korea: What kind of food aid was that?
The US offered 240,000 tons of food aid to North Korea as part of the “Leap Day understanding”, announced on 29 February 2012. This would, apparently, see the supply of 20,000 tons of food each month from the US for a year, with USAID working out the details. But before any agreement was finalised, the offer was suspended on 13 April 2012 after North Korea attempted to launch a satellite – an act considered to breach the understanding. So what kind of food aid operation was being envisaged?

South Sudanese show support for national oil shutdown
South Sudanese citizens show support for their Government’s decision today to shut down all national oil production, effectively cutting off the flow of crude oil from South Sudan to the neighbouring Republic of Sudan.

Following the decision in January to shut down its oil production, South Sudan's government has introduced austerity measures to compensate for the loss of revenue. Juba has announced that spending on everything except salaries will be halved.
This event, jointly organised by HPG and the Associate Parliamentary Group on Sudan and South Sudan (APG), brings together panels in London and Juba (via videoconference) to explore the urgent humanitarian challenges which lie ahead for the world's newest nation. -
