Substantial work has already been undertaken to assess the developmental effectiveness of food aid. This DAC assessment will, thus, focus in particular on the issue of tying food aid. It will concentrate on development food aid, its key objectives, including promoting long-term food security, and the cost and benefits of tying versus untying.
This project involves a seminar series on the future of aid, running from January to February 2004, sponsored by DFID. The seminar series will also produce a series of Opinions papers. The World Bank is funding a scoping paper to accompany the seminar series, entitled 'The International Aid System 2005-2010: forces for and against change."
The study is a follow-up study to the work carried out by ODI earlier for the National Audit Office. Its aim is to provide a background for the NAO for a management report on the UK’s Department for International Development (DFID) engagement with multilateral organisations.
The packages of training provided FCO staff with UK policy knowledge to allow them to pursue these policies abroad and relevant knowledge (or at least good grounding and a place to find further information) in order to carry out their role as advisers.
