    Over several years, the south Indian State of Andhra Pradesh has received a lot of attention, both nationally and internationally. This State was among the pioneers of economic reform programmes in the 1990s. A new type of dynamic leadership has come up, and in various policy areas, innovative legislation has been formulated and new policies have been developed and pursued with great zeal. However, the interpretations of what is going on vary considerably. The government itself claims that it is strongly performance-oriented, and that it aims to enhance professionalism in governance. The opponents of the regime claim that there are a lot of gimmicks and that not much is happening in actual practice. This paper tries to interpret the developments in Andhra Pradesh (AP).

    Scholars and practitioners of development have become increasingly interested in the ways in which politics and power affect pro-poor policy. An important point of departure in this literature, is the assertion that poor people are generally disadvantaged when it comes to influencing policy and are therefore poorly placed to influence the ways in which states allocate rights and resources within society. This paper considers this dilemma and examines the challenge of implementing coherent policy. It also considers the ways in which mainstream thinking about rights, governance and development has transformed the conditions under which governments and other agents of development design and implement pro-poor policy.

    Political economy has become part of the development vocabulary but there is frustration that political economy analysis has not delivered more operational insights. To move this agenda forward, political economists need to work more closely with practitioners and direct analysis to more clearly defined questions and practical solutions within specific sectors.
