    In the Democratic Republic of the Congo, Somalia, Afghanistan and elsewhere, the United Nations, ISAF or other mandated authority must assume a combination of roles which are fundamentally incompatible. This conference will examine the perennial question of how to be a successful peacekeeper, humanitarian provider and nation builder.

    Report launch - Humanitarian space: a review of trends and issues

    There is an overwhelming consensus among humanitarian actors that access is becoming more difficult: attacks on aid workers are increasing; aid is becoming more politicised; respect for humanitarian principles and humanitarian law is declining. In other words, humanitarian space is 'shrinking'.

    This event, to mark the launch of HPG Report 'Humanitarian Space: a review of trends and issues', critically discusses this dominant narrative and asks whether many of the problems faced today are not only familiar when compared with what has gone before, but in many respects are as much a consequence of expanding humanitarian engagement.

    The panel will discuss the implications of the HPG/Stimson Centre paper findings which considered how efforts to forge greater coherence within the UN system have affected humanitarian action and was based on field visits to Afghanistan, Somalia and the Democratic Republic of the Congo from the perspectives of peacekeeping, UN and non-UN humanitarian agencies. Victoria Metcalfe from the Humanitarian Policy Group and Alison Giffen from the Stimon Center present key findings from the report.

    Integration in the UN system has been hotly debated since the concept was introduced, and has continued to have its supporters and detractors over the course of its roll-out in recent years. Seeking to discuss these issues in more detail, Samir Elhawary will present findings from HPG research.
