    South Sudan at a crossroads: humanitarian response in a changing context

    Much has been accomplished in South Sudan in recent years, but has the humanitarian situation in the world’s newest nation improved? This event will launch edition 57 of the Humanitarian Exchange on South Sudan, which examines from different perspectives the drivers of continuing humanitarian needs in the country and how humanitarian, development and government actors interpret and respond to these.

  2. Avoiding reality: Land, institutions and humanitarian action in post-earthquake Haiti

    This HPG Working Paper examines how international aid agencies struggled with the world of land rights in the response to the 2010 earthquake in Haiti, and finds that many of the difficulties it encountered in coping with reality are a common feature of aid responses. The paper argues that the international humanitarian system must find a way of working in the same complex and imperfect reality that crisis affected people live in. The paper is available in English and French.

  4. Advanced course on conflict, crisis and transitions

    The Humanitarian Policy Group (HPG) at the Overseas Development Institute and the Post-war Reconstruction and Development Unit (PRDU) at the University of York are partnering to offer a yearly ‘Advanced Course on Conflict, Crisis and Transitions’, a week-long programme targeting mid-career and senior professionals.

    This study seeks to examine the social impact of increased water availability in Nyala, provided for through Darfur Urban Water Supply Project, particularly to understand in more detail how the existing ‘water economy’ of Nyala may change as the resource is made more available via an expanded town network, and how this change may affect the poor and contribute to or mitigate future conflict.
  6. Strengthening public financial management in post-conflict countries

    Understanding how to rebuild resilient states in post-conflict countries is an urgent priority for the international community. A new cross-country study of public financial management reforms in post-conflict situations shows that substantial progress is possible even in difficult circumstances, while showing a pattern of sequencing and progress that differs from standard assumptions. However, the impact on state building remains less than what might be hoped. That impact could be strengthened by persistently targeting sustainable capacity, challenging areas such as procurement, greater public awareness, and more rapid coverage of line ministries and sub-national levels.

    International aid in conflict-affected countries is based on the liberal assumption that an inverse relationship exists between violent conflict and development. This paper contests this assumption through a study of the Colombian context that demonstrates violent conflict and development can in fact be interconnected as part of the transition to capitalist modes of production and in the process of state formation.
