Amid the assorted staffers and activists from environmental and development NGOs, there was a handful of campaigners who had a very different relationship with the Earth: representatives of an astronauts' organisation. Their reason for being there? Having seen the planet from space, they'd learned to view it from a different angle.

    This ODI Opinion reflects on the impact of 9/11 on the aid, development and security landscape and explores how development and security concerns merged in a new lexicon (‘fragility’, ‘radicalisation’, ‘stabilisation’). This raised hopes for development approaches that might better combine action to assure the human security of poor people with orthodox social and economic development. It also, however, raised fears that the ‘securitisation’ of aid would undermine both development and humanitarian action.

    Multilateralism is clearly under strain. Much optimism was pinned on the ability of the G-20 to reach agreement on finance for climate change; after all, in the immediate aftermath of the October 2008 global financial crisis, new resources were announced for trade finance. In fact, new resources to sustain the global financial system just keep coming. But, with negotiations for a new deal on climate change at COP16 rapidly approaching, and the expiry of the Kyoto Protocol in 2012 clearly in sight, how optimistic should we be about any new deal now?

    The EU's Foreign Affairs Council discussed development issues on 14 June. Its Conclusions can fairly be considered as a partial endorsement of the proposals put forward by the Commission in its Spring Package back in April. Of 31 specific proposals, 26 find their way into the Council Conclusions, though some have been watered-down. Needless to say, some of the most ambitious proposals have been left out.

    Remember, the main element of the Spring Package was a twelve-point EU Action Plan in support of the Millennium Development Goals (MDGs).

    G-20 -- a starting gun for recovery

    The G-20 Communiqué was published yesterday. Probably fewer than a dozen people in the world fully understand the numbers, but the words and numbers together secure gains for development and for the poor. The text provides a plan of attack, but also the standard by which leaders will be judged, particularly when the G-20 meets again later this year.

    The text says that ‘prosperity is indivisible’ and that the recovery plan must safeguard the needs and jobs of hard-working families in all the countries of the world.
