John Young, ODI's Director of Impact Assessment, Partnerships and RAPID, will present a key note speech on 'Enabling research in global transformation'.

  3. ILO workshop on large-scale social assistance programmes

    Anna McCord was contracted by ILO to contribute to the ILO workshop held in Geneva from the 24th to the 26th September 2008. The workshop was held to accompany the launch of ILO's review of some existing social assistance programmes. The aim of the workshop was to define the review's problemtatics (analytical framework), to orient the study's methodology and to identify information sources and institutions to be associated with in the future. Anna McCord contribution at the workshop and also produced a short note with key recommendations on the content and the methodology of the review.

  4. Changing Forest Use and Management in the Alps and the Himalayas: a comparison between Switzerland and Nepal

    Changes in forestry in Nepal in the late 20th century showed many parallels with 19th century Switzerland, as this paper explained, focusing on three interrelated issues: historical shifts in the provision of society's energy requirements, the growth of democracy which led to devolution of power to local user groups, and urban-rural conflicts. A surge in demand for fuel wood and timber occurred during the 19th century in Switzerland, but wood was then replaced by alternatives and forests came under legal local stewardship. In Nepal in the 1990s, an increase in urban demand for wood was accelerating much faster than it had in Switzerland and without foreseeable fuel substitutes, but there was hope that well-organised user groups could benefit in the long term through sustainable management of local forests.

    L'évolution de la foresterie au Népal à la fin du 20ème siècle met en évidence bien des parallèles avec celle de la Suisse au 19ème siècle, comme l'explique ce document focalisé sur trois questions liées les unes aux autres : les changements historiques dans les mesures prises pour répondre aux besoins énergétiques de la société, le renforcement de la démocratie, qui a conduit à une dévolution de pouvoirs aux groupes locaux d'utilisateurs, et les conflits entre villes et campagnes. Une recrudescence de la demande pour le bois de chauffage et le bois d'oeuvre s'est manifestée au 19ème siècle en Suisse, mais le bois fut alors remplacé par d'autres matières et les forêts furent légalement placées sous intendance locale. Au Népal, dans les années 90, l'intensification de la demande urbaine pour le bois fut beaucoup plus rapide qu'elle ne l'avait été en Suisse et sans que l'on puisse envisager d'autres combustibles pour le remplacer. Restait cependant l'espoir que des groupes d'utilisateurs bien organisés pourraient bénéficier à long terme de la gestion durable des forêts locales.  

  6. Cambios de aprovechamiento y ordenación forestal en los Alpes y en el Himalaya: una comparación entre Suiza y Nepal

    La gestión comunal de los bosques naturales cuenta con una larga tradición en el estado himalayo de Uttar Pradesh, India. Este artículo describió los mecanismos institucionales locales que rigen el uso de los productos forestales en dos aldeas. A pesar de la existencia de una legislación bien establecida, la gestión resultaba menos efectiva. La historia mostraba que este deterioro no era innato a los recursos de propiedad común, sino que se debía a un amplio espectro de transiciones vinculadas, tales como la emigración, el cambio de los incentivos mercantiles y las intervenciones externas (por el Estado y una ONG local), que se tradujeron en cambios en las actitudes de los residentes hacia los bosques y entre sí mismos. A las mujeres, que eran quienes dependían de una forma más directa de los recursos forestales, se les marginó en los comités forestales. El autor sugirió que, mediante una mejor comunicación y una evaluación realista de las necesidades hogareñas, se le podría inyectar nuevas energías a la foresteria comunitaria.
