    Rethinking social accountability in Africa: lessons from the Mwananchi Programme

    ​Despite evident economic progress in Africa, inequality is slowing the rate at which growth delivers better services to poor people. The Mwananchi Programme spent five years implementing ‘social accountability’ projects in six African countries to enable ordinary citizens to hold their governments to account. This event will discuss the lessons learned and what they mean for designing and carrying out projects which change the rules of the game in favour of poor people.     In this article, Jessica Hagen Zanker and Anna McCord analyse social protection affordability by comparing target spending levels with actual government expenditure in five African countries. They find that meeting any of the sectoral targets in full would require either sectoral trade-offs, or significant increases in donor or government expenditure.

  9. The impact of EU sugar policy reform on developing countries

    The objective of this report was to assess the implications of further reform of the EU sugar regime on Afro-Caribbean and Pacific (ACP) and Least Developed Countries (LDC). To do this, the outlook for the EU sugar market was modelled under a range of scenarios and the viability of the sugar industries in LDC/ACP countries that currently rely, to a greater or lesser extent, on sales to the EU market was assessed. The report then draws on this analysis to highlight potential impacts on poverty and livelihoods in affected countries and discusses possible transitional assistance measures to mitigate negative impacts.

    Understanding the politics of service delivery

    This event showcased some recent examples of political economy and governance analysis for service delivery, to identify some of the common challenges but also potential solutions for working towards more politically informed aid interventions. A particular focus was on what this means for NGOs and other intermediary organisations which play roles in funding and delivering basic services in developing countries.
