26. Advocacy coalitions or 'communities of practice'

An advocacy coalition brings together various different actors – government agencies, associations, civil society organisations, think tanks, academics, media institutions, prominent individuals – on the basis of a shared perspective. There are competing advocacy coalitions within each policy domain, and in general academics and think tanks have a far greater chance of being heard if they are allied to like-minded influential politicians in a dominant advocacy coalition. When this type of coalition becomes more formalised it may be referred to as a community of practice (CoP).
