26. Advocacy coalitions or 'communities
of practice'
An advocacy coalition brings together various different actors
government agencies, associations, civil society organisations,
think tanks, academics, media institutions, prominent individuals
on the basis of a shared perspective. There are competing
advocacy coalitions within each policy domain, and in general
academics and think tanks have a far greater chance of being
heard if they are allied to like-minded influential politicians
in a dominant advocacy coalition. When this type of coalition
becomes more formalised it may be referred to as a community
of practice (CoP).
