International Experiences with Commercialization / Privatization of Veterinary, Artificial Insemination and Other Livestock Services Back

A few interesting points emerge:

  1. They summarize some of the experiences and lessons from privatization processes around the world.
  2. The need for reform was highlighted by the breakdown of service delivery – this was due to the deteriorating financial condition faced by many governments.
  3. Although there is a wealth of experience, it is difficult to assess conclusively whether clients were well served by privatization due to the lack of quantitative data.
  4. The review highlights that strong leadership is essential – uses case of Murithi of DVS in Kenya.
  5. Of relevance: There is interesting new evidence (still subjective) on the role of reliable local disease information to empower national veterinary authorities to reorganize delivery of veterinary services.
  6. Public and private providers have a role – this should be balanced.
  7. There is no blueprint and strategies should depend on the local circumstances, but there is a body of experience and literature that can guide countries in reform.
