The Mwananchi programme works to strengthen citizen engagement with governments across six African countries (Ethiopia, Ghana, Malawi, Sierra Leone, Uganda and Zambia). The aim is to increase transparency and to hold governments to better account. The programme name, Mwananchi (mwah-nah-‘n-chee), is the Kiswahili word for ‘citizen’. It implies a responsible and hard-working member of the public – exactly the type of person the programme is designed to benefit.

Rethinking social accountability in Africa: lessons from the Mwananchi Programme

​Despite evident economic progress in Africa, inequality is slowing the rate at which growth delivers better services to poor people. The Mwananchi Programme spent five years implementing ‘social accountability’ projects in six African countries to enable ordinary citizens to hold their governments to account. This event will discuss the lessons learned and what they mean for designing and carrying out projects which change the rules of the game in favour of poor people. Value for money and effectiveness in voice and accountability programming: complementary practice or uneasy bedfellows?

In recent years, various value for money (VFM) tools and techniques have been proposed as the key to effective, targeted and cost-efficient aid. But are these approaches genuinely aligned with the needs of developing communities, as well as the donor agencies that promote them? What happens when they are implemented at grassroots level? And how can they be translated through citizen voice and accountability programmes?

Christian Aid will host a discussion on these issues as part of the Governance and Transparency Fund public meeting series. Following on from Q&A’s, there will be an informal Value For Money market-place where organisations and experts working on VFM will showcase their materials and resources, with the chance to interact with presenters, contributors, audience members and Christian Aid staff.
