Effective international development action beyond 2015

This project is intended to help the global community develop a roadmap for evolution in our global framework to galvanise development action and measure results beyond 2015.

The Millennium Development Goals have been immensely effective in galvanising public support for development in donor countries, for mobilising aid resources, and for increasing accountability in many developing countries. In 2015, the current set of targets will expire, and although much progress will have been made, many of the targets will not have been met.

To get a renewed agreement that can best tackle existing problems of global poverty after 2015, it is essential that the post-MDG agenda is developed on the basis of clear analysis of current poverty problems, and of the international agreement most likely to solve them.

The purpose of this project is to provide an evidence base, both in individual sectors, e.g. health and education, and on cross-sectoral issues, e.g. inequality, and propose options for policy makers on how to move forward.

The key questions it sets out to analyse are:

  • What would be the aim of a new post-2015 global agreement on development?
  • How could a global agreement add value to national level efforts to achieve the same ends?
  • What is the type of agreement that would be most likely to provide the right combination of incentives and sanctions to get action to achieve these outcomes?

Consulting the evidence: how conflict and violence can best be included in the post-2015 development agenda

Publication - Research reports and studies - 15 July 2013
The inclusion of a peace and justice goal in the High-Level Panel’s post-2015 report is a welcome acknowledgement of the negative impact of insecurity and injustice on development progress. However, in developing this goal and its targets and indicators further, it is important to consult the evidence on what we know about the relationships between insecurity, peace, and development.

After the post-2015 High-Level Panel report

Publication - Articles and blogs - 13 June 2013
'Done right, Post-2015 could be a globally transformative agenda. But as a Nairobi participant put it, this would require truly transformative leadership... time will tell if the world has enough of this to make the HLP’s ambitious vision a reality.'

After the post-2015 HLP report: responses from around the world

Event - Public event - 6 June 2013 14:30 - 16:15 (GMT+01 (BST))

The High-Level Panel, appointed by the UN Secretary General to advise him on the post-2015 agenda, reports on 30th May. Will the report live up to the hype? Will its recommendations meet the aspirations of the many groups and individuals who have contributed to the debate around post-2015, and will it chart a politically effective way forward for governments? This event provides a global audience with a chance to discuss the report with each other and with two key panel members.

How should inequality feature in a post-2015 agreement?

Event - Public event - 18 April 2013 12:30 - 14:00 (GMT+01 (BST))

Should our concern be with inequality, per se, or rather the situation of the most deprived? Which inequalities are most pressing? Do we need a goal on inequality, or should it be incorporated as a ‘cross cutting’ issue? Which individuals or groups should we be most concerned about? In the light of the HLP’s forthcoming report, we invite our panellists to reflect upon its recommendations and give their own insights on the questions above.

Paying for progress: how will emerging post-2015 goals be financed in the new aid landscape?

Publication - Discussion papers - 31 March 2013
This paper explores options for financing some of the potential post-2015 goals within the changing development cooperation landscape. It focusses on five sectors: education, health, water and sanitation, sustainable energy and food and agriculture. It asks whether – and how much – additional finance is needed to meet the likely goals; and looks at what this implies for the design of the post-2015 framework.

Inequality post 2015

Opinion - Articles and blogs - 14 March 2012
'The halving of income poverty, or the reduction of maternal mortality, is of course a tremendous achievement. But...the MDGs don’t provide the incentives for governments to find out who is left behind, or to design special policies to reach them.'
