European launch: Public financial management and its emerging architecture

“When donors are investing in the [water] sector, they need to think beyond infrastructure – it’s not a matter of counting the number of pipes and pumps which need to be bought. You must look at the social structures and institutional setups that need to be in place…to deliver the services that are actually required.”

ODI research on how governance constraints can undermine the effective delivery of public services in developing countries identified a number of ways aid can help to ‘unblock results’ and get services flowing.

The origins of modern finance ministries: an evolutionary account based on the history of Britain and Germany

This paper investigates the origins and drivers of fiscal institutions by studying the history of finance ministries. It argues that finance ministries have their origins in early modern Europe, where they served as agents of spending control to support inter-state warfare. This legacy still shapes the fiscal institutions of today.

Common constraints and incentive problems in service delivery

There is growing recognition that, despite significant increases in resourcing, public service delivery is still failing in many developing countries. This review explores the existing evidence base in three sectors (education, health, water and sanitation) across multiple countries. The review points to a set of five common political economy constraints and incentive problems that affect levels of performance.

Developments in public finance: evidence, theory and practice

Event - Public event - 20 June - 31 December 2012

This event series delivered by the Centre for Aid and Public Expenditure (CAPE) explored pertinent issues in public finance in developing countries and fragile states. By convening a range of specialists – including researchers, policy-makers and practitioners – the series aimed to share evidence, ideas and innovations to spur improvements in practice and to drive forward the research agenda.
