Rural growth can be achieved through agricultural development, economic diversification into non-natural resource based and employment intensive activities.

The effective functioning of labour markets and the conditions under which labourers migrate to work are critical, as are the physical and financial assets and human development supports – health, education, water and sanitation services. Urbanisation and infrastructure development policies are central. Social protection plays a particular role in reducing the vulnerability of people living in poverty so that they have a chance to invest in future generations, micro-businesses, migration, and slightly more risky farm enterprise mixes. Output markets available to many are characterised by monopolies and other sources of inefficiency.

ODI’s Protected Livelihoods and Agricultural Growth Programme  focuses on the policy measures to realise the above conditions for economic growth which includes the poor.
