Philipp Krause specializes in public administration and budgeting, particularly ministries of finance. He is currently Head of Research, Budget Strengthening Initiative, at the Overseas Development Institute in London. Philipp has previously worked on public sector issues for the German Technical Cooperation and the World Bank, and has advised governments in Latin America, Africa, Europe, and the Middle East. He has written scholarly articles and reports on public administration, budgeting, and fiscal governance, as well as monitoring and evaluation.
Claire joined ODI in 2011 as Head of International Partnerships within the Budget Strengthening Initiative. In this role Claire leads ODI's support to the g7+ Group of Fragile States. Between 2009 and 2011 she worked for Tony Blair's Africa Governance Initiative, providing advice to the Presidents of Liberia and Rwanda. Claire previously worked as a Senior Policy Advisor in Prime Minister Gordon Brown's Strategy Unit.
Marcus Manuel is the Director of Budget Strengthening Initiative (BSI) and Senior Reseach Associate for CAPE.
Myra is a development professional with expertise in the areas of aid delivery, programme management, and monitoring and evaluation. She currently serves as project manager for the Budget Strengthening Initiative (BSI), which seeks to improve public finances and the budget process in fragile and conflict-affected states. Myra has worked in the private, public, and non-profit sectors, both in Europe and in Africa.
Cinzia is the Project Officer with the Budget Strengthening Initiative, providing financial management and administrative support to the entire project.
With a strong background in International Development, Cinzia holds a BSc in Development Economics from SOAS and a MSC in Global Politics from Birkbeck College-London University.
She's worked with several NGO's, including Peace Brigades International and Save the Children.
She's a cinema buff, loves cooking for friends and she's a keen cross-country skier.
Ryan is the communications officer for ODI’s Budget Strengthening Initiative.
Romilly Greenhill is a Research Fellow in ODI's Centre for Aid and Public Expenditure, specialising in aid, debt and development finance. Romilly has eleven years experience working on these issues for DFID, ActionAid, Jubilee Research and the Ugandan Government.
Hafsa Mahtab is the Programme Officer for Centre for Aid and Public Expenditure. She joined ODI in 2008 after eight years as a business consultant in the private sector.
Annalisa Prizzon is a Research Officer within CAPE working particularly on development finance issues. She has been an economist at the OECD Development Centre, working on the ‘Perspectives on Global Development’ reports. She was previously a consultant with the World Bank. She holds a PhD in Economics and Public Finance with a focus on external debt sustainability in low-income countries.

Rebecca Simson joined ODI in January 2012 as a Research Officer with the Budget Strengthening Initiative. She specializes in public financial management and aid effectiveness in fragile states. She has previously worked for the World Bank in Liberia and Uganda and the International Growth Centre in Sierra Leone on economic policy and public sector reform issues.
Julian is a Project Officer for the Centre for Aid and Public Expenditure (CAPE). He is responsible for providing administrative and financial project management support to the Budget Strengthening Initiative (BSI), which seeks to improve public finances and the budget process in fragile and conflict-affected states.
Julian has experience in the public, private and non-profit sectors. Before joining ODI he worked for Save the Children in Haiti where he coordinated Water, Sanitation and Hygiene (WASH) programmes and led Monitoring and Evaluation studies. Prior to working at Save the Children he spent three years working in project management for various civil engineering consultancies and local government.
Julian volunteered as a teacher in Zambia in 2007 and has a degree in Civil, Structural, Environmental and Transport Engineering from Trinity College Dublin. His final year thesis focused on efforts to relieve water scarcity through local water use efficiency, water allocation efficiency and global water use efficiency.
Away from work, Julian is an experienced sailing instructor and enjoys photography.
Richard Allen is a consultant with the IMF and World Bank, as well as a Senior Research Associate of the ODI. He was Deputy Division Chief in the IMF's Fiscal Affairs Department until December 2009.

Jonathan Glennie works on aid and development finance policy. He has also managed an aid programme in Colombia.
Simon Maxwell was Director of the Overseas Development Institute from 1997-2009. He is an economist who began his career working overseas, first in Kenya and India for the UN Development Program, and then in Bolivia for the UK Overseas Development Administration.

Former World Bank director for fragile states unit and Country Director for Afghanistan. Spent 28 years in assignments at the World Bank including regional operations director for South Asia and infrastructure manager for the Middle East.
Paolo de Renzio is Senior Research Fellow at the International Budget Partnership (IBP) in Washington, DC, and an Adjunct Professor at the Institute for International Relations at the Pontifícia Universidade Católica of Rio de Janeiro (PUC-Rio). At IBP, he coordinates a research programme on governance, fiscal transparency and development, and is part of the team that produces the Open Budget Index.
Andrew Rogerson is an ODI Senior Research Associate who was formerly a Senior RF in CAPE (2003-06). He has also worked as a Special Counsellor (Aid Architecture/Financing) at OECD, Head of the Human Development Group at DFID, and a Regional Director at World Bank (as part of a 25+ year career at the Bank).
Liesbet Steer is a research associate at the Centre for Aid and Public Expenditure. She holds a PhD in Development Economics and has over 15 years experience in the international development field.
