'We don't necessarily want a new agreement to just be about aid...that would seem limited and not in tune with what we know about development. So the question is, if it's not going to be about aid and driving resource flow, what is a post-2015 framework going to be for?... It could drive policy change within developing countries...and act as a set of global norms'
