ODI On... UN 2011 Climate Change Conference in Bonn

Members of ODI’s Climate Change Team are engaging in a range of side events, workshops and other events in Bonn. Our particular focus will be on seeing progress from the Transitional Committee of the Green Climate Fund, promoting national ownership of climate finance and developing a robust mechanism for measuring, reporting and verifying financial flows.

Ever since Germany secured the transfer of the climate change secretariat from the UN Geneva buildings some 16 years ago, mid-year negotiations have been held in Bonn. Another set has just drawn to a close, so what is there to show for this effort?

Negotiations in Bonn are still overflowing into tents, as whilst the new conference HQ complex is nearly ready, legal and contractual issues have caused delays for the German Government.

Securing national ownership of climate finance

Tracking REDD Finance: The state of play of finance for REDD

The Global Canopy Programme, Tropical Forest Group and partners explore the current state of REDD finance. The event will include a presentation from the REDD+ Partnership and an introduction to the REDD desk countries database as well as findings from other initiatives engaged in the tracking of REDD finance.

Towards a framework for measurement, reporting and verification of climate support

This side event will discuss the following questions:

  • What are the expectations for an MRV of support governance framework under the UNFCCC? What are the key challenges to get there?
  • Are there opportunities for the current OECD Rio Markers and similar tracking system developed by the MDBs to fit into the design of the future MRV framework within the Convention? What are the challenges and opportunities?

By the evening of Tuesday 7 June, the UN Climate Change talks in Bonn, Germany, had been going on for a day and a half. Except they hadn’t. Delegates to two of the crucial working groups that will shape the outcome of the negotiations still couldn’t decide on an agenda for the coming fortnight. The Subsidiary Body for Scientific and Technical Advice (SBTA), and the Subsidiary Body for Implementation (SBI), were supposed to have finalised their agendas by Monday afternoon.

Monitoring and tracking long-term finance to support climate action

This paper highlights the relevant information that needs to be tracked in order to build a comprehensive MRV system for climate finance, proposing both improvements to current reporting and tracking systems as well as new reporting approaches for a more robust and inclusive MRV system for finance.
Overview

The 2011 climate change negotiations in Bonn must deliver a new sense of urgency if December’s talks in Durban are going to produce a global deal on cutting greenhouse gases. The highest ever carbon emissions in 2010 should generate this urgency, but securing a second commitment period for the Kyoto Protocol, agreeing the form of the Convention’s Financial  Mechanism and establishing the agenda for the run up to Durban all represent major political hurdles.

Members of the ODI Climate Change team are engaging in a range of side events, workshops and other events in Bonn, whether as part of the Climate and Development Knowledge Network or with other partners. Our particular focus will be on seeing progress from the Transitional Committee of the Green Climate Fund, promoting national ownership of climate finance and developing a robust mechanism for measuring, reporting and verifying financial flows.
