Who we are

Enrique Mendizabal chairs the group. He works on the Civil Society Partnership Programme. His responsibilities include the development of ODI's research on the use of evidence and the contribution of networks to pro-poor policy processes. He has seven years experience working in the development field in trade and development and poverty reduction, both in the UK and in Peru. Among his areas of interest he has specialised in children and vulnerable groups, public sector reform and urban development. Enrique has worked in projects for the Peruvian government, DFID, USAID, IDRC, the Inter-American Development Bank, the World Bank, UNICEF and Save the Children.

Lauren Phillips works on financial market performance, capital flows and financial crises; the role and reform of international institutions; perceptions of political risk; Latin America. Lauren is a Research Fellow in the International Economic Development Group.

Alina Rocha Menocal has done extensive research on democratisation and decentralisation processes in comparative perspective, with special emphasis on Latin America. Her interests include democratisation processes; accountability; participation and empowerment; decentralisation; democratic governance, institution building and the rule of law, poverty and social policy.

Massimiliano Cali's interests include economic geography, trade and development; spatial inequalities in developing countries; agricultural economics; Latin America and South Asia.

David Booth is a research fellow in the Poverty and Public Policy Group. A sociologist, he was formerly Professor of Development Studies at the University of Wales, Swansea. He has published on social development theory, including Rethinking Social Development (1994) and on political and social issues in Latin America and sub-Saharan Africa. His current research projects are on state responsiveness to poverty and the politics of PRSPs, with fieldwork in Uganda, Ghana and Bolivia. Other work is concerned with PRS monitoring, Poverty and Social Impact Analysis and assessing the evaluability of general budget support as a modality of poverty-focused aid.

Peter Newborne is a trained lawyer and socio-economist, specialising in legal and institutional aspects of water and river basin management, in developing and OECD countries. Current work includes analysis of recent water reforms (eg. in Mexico), comparative study of what “integrated” water resources management may mean in practice in different contexts, the extent of incorporation of water issues in poverty reduction strategies, and analysis of forms of, and channels for, claiming rights of access to water. Peter is a member of the Rural Policy and Governance Group.

Laura Jarque is a communications officer at ODI and covers communications work for the Latin American and Caribbean group. She has an MSc in Globalisation and Latin American Development and lived in Ecuador.

Carolina Kern is responsible for information management within ODI's Humanitarian Policy Group. Her training is in policy and government. She lived in Venezuela for 8 years.

Dirk Willem te Velde researches foreign direct investment and development; regional integration; EU trade policy (including Cotonou); financing international public goods; industrial development and is particularly interested in the Caribbean.

Andrew Lawson leads the Centre for Aid and Public Expenditure. He is a public finance specialist with extensive experience of the design, management & evaluation of budgetary aid.


Caroline Moser researches conflict and violence; gender; livelihoods; human rights perspectives; security; empowerment; participation; poverty reduction.
  Alan is a political economist with expertise in the areas of governance, accountability, the roles of parliaments and civil society organisations, aid/development effectiveness, and policy coherence for development. He is particularly interested in the ways in which global and international policies, processes and rules relate to (shape, constrain, enable) domestic policies, processes, rules and development outcomes. And conversely, he is interested in understanding whether and how domestic developing country concerns and voice feed into, and are influential in, the global/international policy arena.


Sheila Page researches in the areas of international and regional trade; the WTO; comparative trade and development performance; capital flows and foreign investment; tourism; Southern Africa and Latin America. She is a Senior Research Associate in the ODI International Economic Development Group.

Steve Wiggins has 27 years of experience of working, researching and teaching economic and management aspects of agricultural and rural development. Rural livelihoods, Rural economies and Household economics; Governance, including management, of rural development; Change in farming systems, with particular interest in dairying; Credit and rural banking; Environmental change. Extensive knowledge of Latin America and Africa. Steve is a Research Fellow in the ODI Rural Policy and Governance Group.
