The Use of subsidies by Development Finance Institutions in the Infrastructure sector

This research will focus on the use of subsidies by DFIs in the infrastructure sector (i.e. water and sanitation; transport; telecoms; and energy). The objectives are (a) to identify the extent that subsidy is being used effectively to promote development outcomes; (b) to assess the extent that subsidies distort competition and represent an inefficient use of scarce public resources; and (c) to propose ways that subsidies could be deployed through DFIs more effectively to achieve development outcomes in their work in the infrastructure sector. The outputs of the research will be shared with the DFI community and other donors to help promote best practice on the use of subsidy by DFIs.
