Helen Tilley

Helen Tilley has over twelve years experience working with DFID, the World Bank, the European Commission, UNDP and governments in Africa and Asia. She holds a PhD in Economics from the School of Oriental and African Studies on foreign aid and domestic accountability in Tanzania. Helen has held two long-term advisory positions in Tanzania: two years with the Ministry of Finance; two years with the Delegation of the European Commission; and also recently provided secondment cover for DFID. Helen's current research is focussed on two strands of development finance effectiveness: i) enhancing the effectiveness of national climate finance; and ii) the interaction between aid and governance constraints. Pursuing her interest in the political economy and accountability of aid and development, she is researching the role of finance in increasing political voice to positively shape policy processes.

“When donors are investing in the [water] sector, they need to think beyond infrastructure – it’s not a matter of counting the number of pipes and pumps which need to be bought. You must look at the social structures and institutional setups that need to be in place…to deliver the services that are actually required.”

ODI research on how governance constraints can undermine the effective delivery of public services in developing countries identified a number of ways aid can help to ‘unblock results’ and get services flowing.

Unblocking results: can aid get public services flowing?

This event will explore the findings and policy implications of the latest ODI research on how aid can be best packaged to support governance and institutional development. The research draws on case studies in Sierra Leone, Tanzania and Uganda.
