Project Manager, Climate and Environment

Phil has a BSc in Economics and MA in International Political Economy, as well as several years project management experience.

His main interests are in how countries can develop on a low carbon, climate resilient pathway, taking advantage of the opportunities afforded by low carbon development, whilst also mitigating the risks posed by climate change.


Before joining ODI, Phil worked at for the UK Department for International Development (DFID) as a Policy Analyst in the Low Carbon Development team. During his time in DFID was responsible for the programme management of the UK’s contribution to the Climate Investment Funds (CIFs), and also project managed a number of different DFID-funded projects, including the Forum for the Future Climate Change Scenarios project (http://www.forumforthefuture.org/projects/the-future-climate-for-development).

The Climate and Development Knowledge Network (CDKN) aims to help decision-makers in developing countries design and deliver climate compatible development. It does this by combining research, advisory services and knowledge-sharing in support of locally owned and managed policy processes. CDKN works in partnership with decision-makers in the public, private and non-governmental sectors nationally, regionally and globally. CDKN is managed by an alliance of organisations that brings together a wide range of expertise and experience: PricewaterhouseCoopers (PwC), the Overseas Development Institute (ODI), Fundación Futuro Latinoamericano, SouthSouthNorth, LEAD International, LEAD Pakistan and INTRAC.
