Simone Haysom works on issues to do with displacement and humanitarian action in urban areas, and on HPG's Civil-Military Coordination project. Simone has an MPhil in Geography from the University of Cambridge. Prior to joining HPG, Simone researched the role of local institutions in facilitating urban service delivery in South Africa.

The event explored how international humanitarian and military actors understand and put into practice the concept of the protection of civilians. The roundtable brought together key international military and humanitarian actors to explore their respective objectives, rationale and approaches to the protection of civilians.  The discussion also examined the specific roles and responsibilities that each have in supporting enhanced protection of civilian populations.

Urban displacement: implications for humanitarian and development actors

This study focuses on urbanisation, displacement and vulnerability in the Syrian capital, Damascus. Research aims to consider the reality of life for displaced populations in urban areas, investigate the policy and operational challenges that confront national and international stakeholders when responding to the needs of urban internally displaced people (IDPs) and refugees, and offer recommendations for strengthening support to these populations.

Civil-military coordination: the search for common ground

Projects - April 2011 to March 2013
Building on research by HPG on stabilisation, UN integration and humanitarian space, this project considers how recent developments in the humanitarian and military/police communities have affected civil–military coordination. It aims to develop a shared understanding between international military and humanitarian actors of their responsibilities and areas of competence as they relate to humanitarian action, and inform more effective and principled coordination between international military and humanitarian actors at policy, strategic and operational levels.

This is the tenth Integrated Programme (IP) of work proposed for funding by the Humanitarian Policy Group at ODI. The projects in the IP form the core of HPG’s research work in 2011-13, combining policy-related research, publications, public events and direct engagement with a wide variety of stakeholders in several countries.
