Marcus Manuel is the Director of Budget Strengthening Initiative (BSI) and Senior Reseach Fellow for CAPE.

Marcus Manuel is the Director of Budget Strengthening Initiative (BSI) and Senior Reseach Associate in CAPE.

Prior to joining ODI Marcus held a number of roles within the UK’s Department for International Development (DFID). These included Director Pan Africa Strategy and Programmes, one of the three directors responsible for managing DFID’s programmes in Africa with focus on Africa wide strategies; issues and institutions, including trade; conflict and humanitarian issues and relations with multilateral and bilateral partners. Other roles were Deputy Director, West Africa (2004–06) and Deputy Director, Asia (2003-04).

Before working at DFID, Marcus worked for Gordon Brown as head of the newly created department in HM Treasury responsible for advice on all aspects of international development (including debt policy; creation of the International Financing Facility) (2001-02).

Between 1996-2000, Marcus was seconded from HMTreasury to work as the Senior Adviser in the Ministry of Finance, Uganda. Prior to this he worked as macroeconomic adviser in Treasury and as analyst in British Petroleum.

To deliver on post-2015 goals, we need a data revolution in budgets too

The High-Level Panel has called for a data revolution to track progress towards international development targets. They were right to do so. But that’s not the only revolution that we need. If the international community is serious about ‘going to zero’ on poverty and other goals, we need to know what it will cost. Targets count for little if you can’t pay for them. And we also need to track the money to make sure it actually gets to where it is needed.
