Vikki Chambers has a particular interest in governance and neo-patrimonialism with a regional focus on sub-Saharan Africa. She is a member of the ‘Africa Power and Politics Programme’ (APPP) which aims to identify forms of governance that work better for development and poverty reduction. She currently contributes to the APPP’s local governance and leadership research stream, which aims to generate propositions about how governance arrangements determine the ability of local administrative areas to deal with challenges faced in the provision of public goods.

Innovations in service delivery

Projects - May 2013 to November 2013
The World Bank is undertaking a study on local governance in zones of low density areas focusing on Mali. As part of this, ODI are reviewing experiences with delivery of essential services such as health, education, clean water, justice and conflict resolution in zones of low density population, insecurity and where different socio-economic groups coexist, with special attention given to nomadic and sedentary population.

As Guinea gears up for its long overdue legislative elections on 27 June, one important issue is being overlooked. In the long process of diplomatic negotiations, external carrot waving, political unrest and violent opposition protests, the elections are seen as the final rather than the first step in the democratic process. The international community believes that the elections are indispensable for Guinea to establish legitimacy and unlock its development potential and they may be right.

Common constraints and incentive problems in service delivery

There is growing recognition that, despite significant increases in resourcing, public service delivery is still failing in many developing countries. This review explores the existing evidence base in three sectors (education, health, water and sanitation) across multiple countries. The review points to a set of five common political economy constraints and incentive problems that affect levels of performance.

Health policies alone will not improve maternal health

As the stories start to emerge about the extra billions committed to supporting better family planning at today’s summit, attention should now turn to the problems faced by governments and health workers in fulfilling the laudable aims. A sober assessment reveals that, enthusiastic announcements aside, those involved in the family-planning summit would do well to heed the lessons learnt from wider efforts to improve maternal health.
