Simon Hearn

Simon joined RAPID in 2007 with responsibility for the coordination, facilitation, and development of the Outcome Mapping Learning Community – a global group of advocates, trainers, specialists and users of Outcome Mapping. As well as this, he facilitates the BetterEvaluation online community – a network of evaluators, commissioners of evaluation and users dedicated to developing resources on appropriate use of evaluation methods. He carries out research, capacity building and advisory work on policy influencing strategies, monitoring and learning, communities of practice, networks and the use of social media and online communications.

Recent work includes:

  • Managing online community engagement component of the BetterEvaluation project;

  • Piloting of Outcome Mapping into the Renewable Energy and Energy Efficiency Partnership (REEEP) programme results measurement framework;

  • Advisor to Water and Sanitation for the Urban Poor (WSUP) in the adaptation of Outcome Mapping for their country programmes in Madagascar and Mozambique;

  • Review of strategic planning processes in Accountability in Tanzania (AcT) programme funded organisations;

  • Lead author: Not everything that connects in a network. ODI Background Note.

  • Editing of the Outcome Mapping Learning Community newsletter, July 2011;

  • Co-facilitation of Outcome Mapping training workshops for participants from NGOs, donor agencies and research institutes, Jaipur, India, February 2011;

Prior to joining ODI, he worked as a research assistant at Gamos Ltd, a consultancy specialising in information and communication for development. His work included website design, quantitative data analysis, desk research and video production. He has a BSc in Astrophysics and an MSc is Biomedical Engineering. He is also a member of the Management of Knowledge Working Group of the IKM Emergent Programme.
