Research Associate, Humanitarian Policy Group

Adele is a Humanitarian Policy Group Research Associate based in Kampala, Uganda and a partner with Humanitarian Outcomes. Her work has focused on humanitarian financing and institutional reform, and security of aid operations. She has previously worked for the Australian Government’s international aid agency (AusAID) and with the Australian Defence Force as a civilian peace monitor.

Aid to Poorly Performing Countries: Sudan Case Study

Sudan was selected as a case study for this report to assess conflicting elements of performance, to highlight the inconsistency of aid flows, the politics of international engagement and international perceptions of performance. As a case study, it also provided an opportunity to explore the challenges a country faces where juridical sovereignty is in a state of ‘limbo’, as the peace process signals the potentiality of an independent state for southern Sudan.

This study, led by the Humanitarian Policy Group at ODI, reviews recent trends in military engagement in humanitarian crises. It assesses the drivers behind military involvement in natural and conflict related disasters, the opportunities and threats this presents for the humanitarian community, and issues that those in military community should be considering when developing their policy and operational approaches to engaging with the civilian assistance community.

Monitoring trends 2003–2004 Beyond the continuum: the changing role of aid policy in protracted crises

Projects - January 2004 to January 2005

This project focuses on the increasing engagement of the international development aid system in situations which have traditionally been seen as the preserve of the humanitarian community. The report reviews the changing relationship between the ideas, instruments and financing of the humanitarian system and of mainstream development cooperation in situations of protracted crisis.
