The text of the 2012 Food Assistance Convention (FAC) was posted on the United Nations Treaty website on 25 April 2012 and open to signature from 11 June. This treaty is the intended successor to the 1999 Food Aid Convention, the only international legal agreement requiring signatories to provide a minimum amount of food aid.

The US offer to North Korea: What kind of food aid was that?

The US offered 240,000 tons of food aid to North Korea as part of the “Leap Day understanding”, announced on 29 February 2012. This would, apparently, see the supply of 20,000 tons of food each month from the US for a year, with USAID working out the details. But before any agreement was finalised, the offer was suspended on 13 April 2012 after North Korea attempted to launch a satellite – an act considered to breach the understanding. So what kind of food aid operation was being envisaged?

This paper makes the case for why safety nets are an important tool for managing the risk of natural hazards. The use of safety nets is advocated both ex ante, to prevent and mitigate the impact of natural disaster and ex post, to cope with the impacts of natural shocks.
