Marta Foresti leads the Politics and Governance programme at ODI. Her interests include the political economy of development - with a focus on service delivery, justice, and rights - as well as conflict and fragility. She has an interest in applied social research methodologies and policy evaluation in particular . She has over ten years of research, evaluation, policy and management experience. Before joining ODI in 2006, Marta gained practical policy experience, including as a senior policy advisor in the Department of Development Policy of the Italian Treasury and as head of the Learning and Impact Assessment team at Save the Children UK and at Amnesty International. She has extensive country experience in West Africa, South and South East Asia, as well as in several European countries, including Italy and the UK.

Actions to combat global poverty and insecurity are most effective when informed by good understanding of the political context in which they are delivered. They are least effective when they neglect or choose to ignore political realities. These are widely accepted principles, increasingly supported by robust research and evidence, but applying them in practice remains difficult.

Capacity gaps at centres of government in post-conflict and fragile situations

Projects - October 2010 to April 2011
The overall objective of this project was to advance knowledge on the policy environments and the policy management systems within post-conflict and fragile states. Drawing on case studies from Liberia, the study will aim to contribute to better donor approaches to strengthening strategic planning, policy coordination, and monitoring in these states. Specific emphasis will be placed on the need to analyse the local political economy, on explaining the ways in which political pressures, informal institutional processes, and the perceived or real vulnerabilities of ruling elites shape activities and the incentives for decision-makers.
