The Centre for Aid and Public Expenditure (CAPE) at ODI works to improve the effectiveness of development finance and public resource management in low-income and fragile states. We do this by influencing international debates and country-level approaches to financing policies and delivery systems. Established in 2000, CAPE has been at the forefront of policy research and technical advice on international aid and government expenditure management issues for over a decade. Since 2010 CAPE has also hosted the Budget Strengthening Initiative (BSI), a major new venture designed to support more effective, transparent and accountable budgeting in the poorest and most fragile states. The programme enables fragile states both to access global expertise and to learn from each other. BSI also supports the g7+ group of fragile states, particularly on the development and implementation of the New Deal for fragile states. About the job: We are seeking a Research Fellow specialising in public finance to work across the CAPE portfolio. The successful applicant will take a leading role in policy advice, research and public affairs work. Half of the Research Fellow’s time could involve working on the Budget Strengthening Initiative. Responsibilities of the role include: • research and policy advisory work: conducting high quality, innovative research and providing strategic demand led advice to fragile states. • fundraising: attracting funds through bids and marketing, including the development of a substantial personal research portfolio. • public affairs: disseminating and promoting ODI’s work and ideas. Our Social Protection Programme is looking for a Programme Manager to assist the Head of Programme in overseeing the existing Social Protection Programme (SPP) project portfolio at project and programme level. You will devise strategic and management tools for the achievement of the programmes long-term objectives, manage all business development processes and identify opportunities for key partnerships and enhance existing ones both with donors and with research and operational partners for the programme. The successful candidate will have:
- a masters degree in development studies or equivalent
- knowledge of social protection policy issues
- experience of donor performance and financial reporting

The Politics and Governance programme is a centre for research and policy engagement on political and governance issues in development. Our aim is to provide this analysis to the international and national development community to achieve more informed and effective policy and practice. Our research and policy advisory work focuses on how politics and governance can work better for development and alleviate poverty. About the role Our Politics and Governance programme is seeking a research officer to develop, fundraise for, conduct and manage policy relevant, high-quality and innovative research. You will work closely with the Head of Programme and other team members to contribute to the programme’s work on political economy and sectoral policies, generally cross-country and cross-institutional. Recent programme highlights include:
- briefing paper and research on the role of non-state actors in justice and security provision in Sierra Leone
- article on political economy realities in Chinese health sector
- reseach and briefing on the politics of maternal health in rural Rwanda
- events on prospects for Libya and on role of aid in supporting democracy in Africa.
About you The successful candidate will have:
- a degree and post-graduate degree in a relevant discipline
- active knowledge of key governance concepts, processes and institutions
- experience in an international policy development research environment, ie. quantitative and qualitative data analysis, policy-orientated research, demonstrated by publications and reports
- excellent research, analytical and writing skills
- some developing-country work experience
- strong interpersonal skills with the ability to negotiate successfully
- multi-tasking skills the ability to work as part of a team as well as on your own initiative.
