'How to promote more informed policy and practice' Policy Entrepreneurship Workshop for OSI Public Policy Centers, Chisinau, Moldova, 17 June 2004

This workshop was designed for the directors of senior staff of policy research centers in Central and Eastern Europe and the former Soviet Union. The purpose was to improve participants' ability to analyze the context within which they work and develop strategies to improve the policy impact of their work (view Participants list 10kb). The workshop was hosted by the Institute for Public Policy (IPP) in Chisinau, Moldova on 17 June 2004.

The one-day workshop focused on the following core components:

  • Introductions
  • Research-Policy Processes in the CEE/FSU Region
  • Learn about the Context: Evidence: Links framework
  • Share experiences about approaches to strengthen research-policy links
  • Maximizing Policy Influence: Tools and approaches
  • Conclusions and evaluation

Main issues of the workshop were:

  • Research is essential but…
  • Other activities are needed to ensure it contributes to policy and practice
  • Clear lessons about how to do this are emerging:
    • Political context is crucial - understand it to maximize your chances
    • Figure out what evidence is needed and how to package it for policy makers
    • Collaborate with other actors
  • There are some straightforward but useful tools that can help think tanks maximize the impact of their work on policy and practice
