What useful contacts were established?
SIDA's Joakim Molander is interested in piloting OM in some of SIDA's
human rights projects in Latin America (the others will contibue
using the LogFrame). He will use these pilots as control cases to
determine whether OM provides a better alternative to LogFrame.
He was interested in RAPID knowledge management capacity and there
is room to pitch in ex-post OM-based evaluation methodologies.
Two evaluators from SDC were present at the workshop: Yvan Pasteur
and Severine Donnet-Descartes. Yvan suggested that they were going
to work to try to adapt some of OM principles to their work. He
saw great benefits in this and saw this as a more realistic approach
to change.
Caspar Merkle at the ILO's International Program on the Elimination
of Child Labour was interested in mapping OMs behaviour changes
and strategies on top of IPEC's results based country strategies.
We worked on some ideas and will continue to collaborate informally
on the subject (specifically in their Colombian strategy).
Kari Sann, from the Performance Assessment Resource Centre (PARC)
is interested in introducing OM gradually into DFID's country evaluations.
She was interested in RAPID's communications and evidence based
policy influence tools and experience.
Daniel Roduner and Walter Schlappi from LBL in Switzerland will
work with IDRC to develop a European hub for OM. We will try to
work with them to provide them with the necessary support.
Suresh Bartlett of the Sri Lankan government wants RAPID to help
develop a KM strategy for the Information Communications Technology
Agency.
Sarah Earl of IDRC wants to collaborate with RAPID on methodology
development, and is also interested in recieving ODI support in
developing the OM Learning Network.
