25. Policy communities
Policy communities comprise the various interest groups that
have an interest or a stake in a particular policy area. In
addition to the group of decision-makers themselves, there
are groups such as influential politicians, other government
departments, strong interest groups, international organisations,
journalists, academics, and citizens in general. Pross distinguishes
between those groups that have a vested interest in maintaining
the status quo, and those that have a greater interest in
challenging it.
