Mapping the Public Policy Process: How Politics and Political Forces Influence Policy

Policy Fellowship of the Local Government and Public Service Reform Initiative (LGI)

The primary goal of the LGI Policy Fellowship programme is to support policy research aimed at stimulating creative policy recommendations related to various areas of governance and the provision of public services.

The six fellows, countries and policy cases in "Mapping the Public Policy Process" are:

  • Elena Krastenova - Bulgaria (Policy Processes Regarding Social Assistance and the Role of NGOs)
  • Vanja Mladineo - Croatia (Communication Between the Formulation and Implementation Stages of the Policy Process)
  • Nino Gerkeuli - Georgia (Policy Processes in Urban Planning)
  • Daiga Ermsome - Latvia (The ways that Professional Organizations could Enhance their Impact on Policy)
  • Margareta Nikolovska - Macedonia (Decentralization in Education: Improving policy Formulation)
  • Marius Tita - Romania (Enhancing the Media's Influence on Policy Processes)

The mentor for the project is Julius Court.

The overarching Objectives of the project are to:

  1. Better understand policy processes in Eastern Europe (How transparent is this process? How are key issues put on the policy agenda? How are policy implementation tools and methods designed? Is there any post evaluation or feedback on policy actions?)
  2. Identify the influence of different actors on policy processes (How do the various actors influence public policies? How does the political cycle influence policy making? Why and when can some interest groups increase their lobbying capacity?)
  3. Make suggestions for how policy processes can be improved.

If you have any comments or would like further information on this project, please contact Julius Court at j.court@odi.org.uk
