| Modernising Government
The Modernising Government White Paper, which was published in
March 1999, sets out a significant agenda for reform of how government
in the UK works. Enhancing policy making was identified as one of
its five key commitments. The white paper indicated policy making
should be a continuous learning process and that policy makers should
make "better use of evidence and research in policy making
and better focus on policies that will deliver long term goals."
