Kate Higgins
Kate Higgins a Research Officer in the Growth and Equity
Cluster of the Poverty and Public Policy Group. She is a political
economist with over 5 years development research aherend aid
management experience. Her research interests include the
poverty impacts of policy reforms; pro-poor growth; spatial
poverty; poverty impacts of conflict; intergenerational transmission
of poverty; service delivery to marginalized groups and areas;
and policy and programme evaluation.
Prior to work joining ODI, Kate worked for the Australian
Agency for International Development (AusAID) on the Papua
New Guinea governance program and the Indian Ocean tsunami
response. She has also worked with the Norwegian Refugee Council’s
education program in Northern Uganda, the Burmese Migrant
Workers’ Education Committee on the Thai/Burma border
and remote aboriginal communities in northern Australia.
Kate has an M Phil in Development Studies from the University
of Oxford and Bachelor of Economics (Social Sciences) (Honours)
from the University of Sydney.
