ODI will draft a guidance note for World Bank operational
staff that will support their efforts in assisting governments
to build stronger linkages between national development plans
and budgets. The guidance note will build on the lessons from
the Minding the Gaps study and other relevant literature and
guidance materials. Country examples will also be included
to illustrate good (and not so good) practice. The Guidance
Note will be submitted to the World Bank in December 2007.
Tanzania Scenario Analysis

ODI will provide support to the Government of Tanzania task
force who are currently carrying out an initiative to incorporate
different aid scenarios into the budget process, as a way
of managing the unpredictability of future aid projections,
and improve the alignment of aid and public expenditures to
the Poverty Reduction Strategy. In the first stage, Tim Williamson
will review the preliminary outputs of the sector working
groups and draft recommendations on how the task force could
design the next stages of scenario analysis preparation. The
second stage will review progress on the preparation of the
scenarios and recommend how conclusions might be taken forward
into budget preparations.
Scoping Mission into Funding Sources of UN Agencies
in Malawi

This scoping study provides proposals to the United Nations
Country Team (UNCT) in Malawi regarding the introduction of
a single budgetary framework for the UN’s development
operations. The work includes desk-based analysis and a country
visit. The desk-based component aims to identify funding flows
to the UN system in Malawi, briefly review relevant experience
from other countries, and establish a methodology for the
fieldwork. The country visit involves interviews with UN Organisations,
other aid agencies and Government officials to further map
the willingness and feasibility for reform, identifying constraints
and, where possible, potential solutions. A final report will
be presented to the UNCT in September 2007.
EC Methodology for Evaluations of Budget Support

This project aims to design a detailed methodology for the
evaluation of all budget support – general and sectoral.
The project is being undertaken in conjunction with DRN and
ECORYS on behalf of the European Commission. It involves the
preparation of standard terms of reference and supporting
methodological guidelines, building on the original and “enhanced”
evaluation frameworks prepared for the OECD-DAC in 2004 and
2005 respectively.
DFID Sierra Leone Budget Support Programmes

The aims of this project are to: a) fulfil DFID’s corporate
reporting requirements; b) assess in broad terms the impact
that DFID’s budget support programme has had in Sierra
Leone, and: c) make broad recommendations on improvements
that could be made to DFID Sierra Leone’s budget support
programme based on best international practice. The project
will involve a review of key documents and meetings with key
Government officials and Donor Agencies, in particular the
World Bank, EC and African Development Bank. Two Project Completion
Reports (PCRs) will be produced covering DFID Sierra Leone’s
budget support programmes for 2004/05 and 2005/06 along with
an accompanying narrative.

The aim of the project is to improve consistency between government
policy objectives and expenditure allocations by strengthening
budget planning and preparation processes at State, Entity
and Canton levels of government. This is a consultancy project,
funded by DFID and implemented by a consortium of PKF (a UK
accounting and consulting firm) and ODI. The scope of the
ODI input is to provide technical assistance to the Republika
Srpska Ministry of Finance on the institutionalisation of
modern medium-term budget planning processes, including the
preparation of the Budget Framework Paper and the Annual Budget.
This support is intended to result in strengthened capacity
within the Ministry of Finance to prepare realistic medium-term
budget plans based on national policy priorities.

a better understanding of the overall fiduciary environment

In close collaboration with MINALOC, MINECOFIN and sectoral ministries, contribute to finalisation and validation of National Planning Procedures and Manuals (including SP, CDP, MTEF, AAP and Budget) to form a coherent planning system aligned with national objectives. Design a training programme for the local governments in planning and budgeting, jointly with the Capacity Building Specialist, MINALOC, MINECOFIN and RIAM, and in close collaboration with the NDIS-CB Officer produce training modules and manuals. Additionally, produce final national guidelines, based on the existing draft planning guidelines, and validate during two workshops. Provide training of trainers of SPU, MINALOC and RIAM.
