Multilateral Donor Agency Effectiveness: Country Level Perceptions
This project aims to build a better understanding of the performance of multilateral organisations among decision-makers, parliamentarians and other key stakeholders both in donor and recipient countries; develop a better informed dialogue between multilateral organisations and DfID staff at headquarters and country level; develop a better informed dialogue between multilateral organisations and key stakeholders in-country; improve the performance of multilateral organisations at the country level. Southern Voices for Change in the International Aid System
This debate on aid architecture has mainly been undertaken among (Northern) donors. Voices of Southern constituents in shaping such trends have been muted, especially among Southern-based CSOs. Very little seems to be available or to have been written on the subject, for a number of reasons. These include a lack of appropriate fora to promote dialogue and information sharing among Southern CSOs (the main international discussion fora are heavily biased towards donor views and Northern shareholder representation, and they offer a predominantly governmental perspective), weak capacity, language barriers, inadequate funding, and high transaction costs, among others. ODI launched the Southern Voices for Change in the International Aid System project to encourage Southern CSO engagement in the debate about the desirable future structure, instruments and major processes of international aid. Such engagement seems essential against the backdrop of the future scaling-up of aid and the consequent need for a more responsive and appropriate way to address the needs of the poor.

Forum on the Future of Aid
The Forum on the Future of Aid was created as an initiative of ODI's project on Southern Voices for Change in the International Aid System to encourage online dialogue and discussion on research and opinions about how the international aid system currently works and whether and how it could be reformed.
The Forum offers unbiased information and analysis to all the main actors on the international development scene: governments and civil society in recipient and donor countries, and aid professionals in national and international agencies. Wherever possible, it seeks to 'level the playing field', by equipping non-specialists to better predict how changes initiated elsewhere may have an impact on them, and by providing them a timely channel to identify and articulate their interests and concerns.

Reforming the international aid system: user perspectives
ODI worked with the Commonwealth Secretariat and La Francophonie to facilitate three workshops involving senior government officials and civil society representatives in a dialogue about the reform of the international architecture. The outputs from these workshops will be fed into the meeting of the Commonwealth Finance Ministers in Colombo in September 2006.
