This project builds on work carried out by ODI for the Commonwealth over the past three years. Initial workshops in Yaoundé, Dhaka, and London with senior Ministry of Finance officials and civil society leaders explored their views on how to reform the international aid architecture. This work fed into the Commonwealth Finance Ministers' Meeting (FMM), in Colombo in 2006, where the Commonwealth Secretariat was asked to develop a work plan for the Commonwealth to develop activities and action on the issue of international aid architecture reform. This project contributes to two of the areas developed.
The first area was to explore the potential of the new United Nations Development Cooperation Forum to provide an alternative forum for the discussion of aid and development effectiveness by hosting a meeting of Commonwealth Heads of Mission at the UN in New York to build awareness of, and consensus about the potential of the UNDCF to play this role. ODI prepared a background paper and co-facilitated the workshop.
The second area related to the next aid effectiveness High Level Forum (HLF3) in Accra in September. The Commonwealth Secretariat brought together senior officials from the Ministry of Finance to build awareness of HLF3 and to explore the potential for developing a Commonwealth position on the issues to be discussed in Accra. ODI prepared a background paper and co-facilitated the workshop.

Strategic Partnership with Africa Budget Support

The aim of this project is to conduct two surveys on the Alignment
of Budget Support with National PRS processes: the first in
2007 and the second in 2008. A report on each survey will
be produced for the Strategic Partnership with Africa (SPA)
Budget Support Working Group (BSWG). This project follows
on from previous surveys carried out by ODI for the SPA between
2003 and 2006.

The Commitment to Development Index (CDI) ranks donor nations
on the extent to which their policies help or hurt developing
countries. The 2007 CDI will be launched by CGD and ODI in
October. Building upon this launch, ODI will hold two roundtable
discussions to promote dialogue on the CDI and “Beyond
Aid” policies amongst relevant policy influencers (including
Whitehall departments, NGOs, think tanks, and academics).

Joint Donor PRS Training 2007

ODI are working with ITAD to deliver a series of training
workshops for senior policy staff in development cooperation
on effective involvement in Poverty Reduction Strategies.
This work is funded through GTZ on behalf of Belgium, Canada,
Denmark, Finland, Germany, Ireland, the Netherlands, Norway,
Sweden, Switzerland and the UK, who together make up the Steering
Committee. In 2007 courses will be held in Armenia, Benin,
Ghana and Nicaragua. Training workshops were also held in
2006 in Bangladesh, Cambodia, Kenya, Mali and Uganda.

Joint Learning Programme on Sector-Wide Approaches

ODI will be working with Nils Boesen to deliver a Joint Learning
Programme (JLP) workshop in Cambodia on Planning and Poverty
Reduction. JLP learning events aim to develop capacity among
donor and partner country staff to effectively participate
in SWAp processes. The events are workshops focusing on ongoing
local processes and are tailored so as to respond to local
needs as defined by the partner country stakeholders and by
donor agencies. The JLP is currently co-financed by Denmark,
the European Union, Finland, Ireland, the Netherlands, Norway,
Sweden, Switzerland, and the UK.

Application of the Performance Based Allocation System

This project aims to: a) provide input for discussion
at the coordination meeting of IDA15 EU deputies in June 2007;
b) provide scientific background information for strengthening
the German position on the IDA15 special theme of ‘fragile
states’ and for the German evaluation of the Performance
Based System (PBA) in general, and; c) provide recommendations
on Germany’s position on PBA with respect to fragile
states. The project will involve an analysis of World Bank
data, current literature, including existing studies on PBA
and fragile states, and current debate within the World Bank,
NGOs and the academic community. A report of the study will
be produced for GTZ and the findings will be presented at
the German Federal Ministry for Economic Cooperation and Development
in Berlin.

Facilitating the Development of DFID Ghana's CAP

within DFID-Ghana to develop the programme Results Framework
covering the Country Assistance Plan (CAP) period, in accordance
with DFID’s CAP guidance. As well as a Results Framework
for DFID-Ghana’s CAP there will be a brief report with
recommendations on completing the Results Matrix. ODI will
undertake all of the work on this project.
Aid, Resource Rents and the Politics of the Budget

ODI are working with the Institute of Development Studies
(IDS) on this DFID funded project. The study aims to provide
a fleshed-out framework for interpreting the inter-relation
between aid-dependency (or resource-dependency), politics
and budget institutions, in order to provide a basis for improved
assessments on the opportunities for reform and for increased
aid effectiveness in different countries. It will complement
that with a thorough assessment of existing data sources which
can be used for cross-country analysis and comparative research,
with direct policy implications for understanding the politics
of budget reforms and budget support, especially in the African
context. A final report will be produced in July 2007.
Measuring the Efficiency of Programmatic Based Approaches

Programme Based Approaches (PBAs) have raised high expectations
about aid effectiveness and are often presented as the solution
to provide ‘better aid’ in an international environment
with a lot ‘more aid’. DFID cites quantitative
and qualitative work underlying a claim that PBAs are 20%
more efficient than other ways of delivering aid, but no research
directly confirms this efficiency gain. This project is being
undertaken for the National Audit Office. The team will ‘map’
and critique evidence around the effectiveness of PBAs, particularly
the quantitative evidence, to identify what can and cannot
be said on the available evidence. It is in this context that
the NAO wants to add to this debate and assist DFID in taking
its research further by commissioning this study of the evidence
on the effectiveness of aid delivered under PBAs.
Commonwealth Task Force - Aid Architecture

The Commonwealth has taken a keen interest in the reform of
international aid system. As a result, the Commonwealth Secretariat,
working in collaboration with other like-minded organisations,
has been at the forefront of the discussion on international
aid architecture. This project follows on from previous ODI
work for the Commonwealth Finance Ministers Meeting (CFMM)
in Colombo in September 2006. The CFMM, in its 2006 communiqué,
encouraged the Commonwealth to continue to play an active
role in the evolution of the international aid architecture
and asked the Secretariat to establish a working group of
senior officials to consider how best the Commonwealth can
influence the continuing debate on the reform of international
aid architecture. ODI has been commissioned to write the background
paper for the 2007 meeting of the working group and to subsequently
edit the paper in the light of discussions for presentation
to the next CFMM meeting and potentially the Commonwealth
Heads of Government Meeting later in 2007.
Governance and Poverty Analysis Programme

This project, commissioned by DFID Vietnam, aims to design
the Governance and Poverty Analysis Programme (GAPAP), which
will seek to deepen governance analysis while tackling the
changing poverty context. The design of this programme will
be based on a concept note jointly produced by the World Bank
and DFID. A Project Document for the GAPAP will be produced.
Experiences with Sector Wide Approaches in Brazil

This study looks at the Brazilian experience with Sector Wide
Approaches (SWAps), aiming to providing a synthesis of lessons
learned in key aspects of SWAps and offer recommendations
on how to take the experience forward. Although SWAps emerged
originally in low-income and aid dependent countries to address
problems of aid fragmentation and lack of coordination in
development interventions, they are currently also being used
in middle income countries with low aid dependency ratios.
Brazil has currently three ongoing SWAp operations. The study
looks at the Brazilian experience and analyses the underlying
SWAp model, its rationale, achievements and the challenges
faced. ODI is working with the International Development Department
of the University of Birmingham and with a Brazilian researcher
working at the Federal University of Bahia (worth adding links
to these institutions).

It identifies the positive and negative incentives for operational staff, particularly in the field offices, but also in Washington. It examines the experiences of a number of countries in furthering alignment and harmonisation and draws general lessons and conlcusions from these cases. This project, led by the Commonwealth Secretariat and the Intergovernmental Agency of the Francophonie (AIF), and facilitated by ODI, is intended to learn from recipient government representatives as well as civil society actors about their experiences of working with different donors (both bilateral and multilateral) and to learn what reforms are necessary to make the international aid architecture work more effectively. In total, three workshops have been organised (one in the UK , another in Bangladesh , and a third in Cameroon . The outcomes of the workshops will lead to the preparation of a paper on the subject to be presented at the meeting of Senior Finance Officials of Commonwealth member countries and Francophonie member countries in Colombo in September 2006.

Desk Study on Good Practice in the Development of PRSP Indicators and Monitoring Systems

Conceptual work on the integration of the PPA and the survey in Uganda and on creative thinking for PRSP monitoring for the SPA. The study was undertaken in two phases. Phase 1 was a critical review of PRSP documentation for sub-Saharan Africa, including four full PRSPs, 17 Interim PRSPs (iPRSPs) and 19 Joint Staff Assessments (JSAs). Phase 2 involved a wide-ranging search for experiences and examples that might be drawn on in improving the way PRSPs handle monitoring and indicators. Funded by DFID.
